President’s Report (Darton)
- None
Manager/Operator Report (Dave)
- Skyler took and passed his test.
- Dockton Water office building is almost fully painted and a new metal roof is on.
- Dave is in contact with Vashon Gutters to replace gutters. Gutters potentially installed at the end of October.
- Water main break occurred on 275th Street in lower Sandy Shores 9/23/22. It was fixed quickly and water usage was restored by evening of the same day.
- Preconstruction loan application through DWSRF (Drinking Water State Revolving Fund) for relocation of PRV was submitted Friday before Labor Day.
Committee Reports:
Finance Committee (Todd):
- Hired new CPA. Will begin working on 990, then look at whether Quickbooks is an appropriate platform for DWA operations.
- DWA potentially is not raising enough money to pay for future CIP costs and may need to increase revenue.
- Susan calls for a CIP committee to unpack details of potential CIP plans.
- Todd suggests presenting a six year CIP plan at the annual meeting to present to the community and have board members vote on approving or not approving the aforementioned plan.
- Todd suggests increasing capital charge to help pay for CIPs.
- April suggests incremental increase to capital charge to better serve shareholders and allow people to place for eventual increase in their water bill. April also suggests considering a fund to aid shareholders unable to pay for their utilities.
- August water usage numbers are “through the roof” because of increased water usage due to drought and new rate.
Water Production Committee (Paul):
- Painting of the DWA building will be finished by the end of the week.
- Aging windows of DWA building need to be replaced in the future.
CIP and Planning Committee (Darton)
- Precarious tree on 268th street. Tree work estimate needed.
Old Business / Carryover Items
- April presented Dave’s performance review. Long story short: Dave is doing an excellent job!
- Updated job descriptions of Dave, Angie and Skyler are in the works.
- Next performance review for Dave in early 2023.
- To consider: Annual cost of living adjustments in regards to DWA staff.
- April to inquire with 268th Street residents regarding the 268th Street plot of land.
