Board Member : Dave will setup a Dropbox to provide the Small Water System Plan documents. Todd suggested we could add it to the WordPress Library to support this.
President’s Report (April):
- April noted the tour Dave provided in June and how helpful it was for new board members
Manager/Operator Report (Dave):
- Paul order test kit to test for lead in the paint, results were negative. Carpenters completed roof and are replacing soffits and facia. We need a plan/outreach to get a community effort to repaint the building. We should have individuals sign a liability waiver to participate, weekends preferred, middle of August is the target, will take multiple sessions to complete. Calendar and schedule to coordinated offline. Unscheduled maintenance and/or system replacement are potential budget items for funding. Todd suggested we start a GoFundMe, potentially to source funding for the renovation. Event space, Online payments, Venmo.
- Nicole asked if we do plan to open the building up to the public? The intention is to do so, but requires planning.
- Building preservation plan and fundraising goals as part of that.
- Dave and Paul will get the messaging in the August bill.
- Silos were cleaned with drones, Dave awaiting report. Job was done fast and economically. Inspection report will provide needed information re: integrity.
- Springs: Dave has been maintain the wells, bringing up the GPM. Bucket tests to be done in August
- There is a drilled well that has been ignored and has started to flow, 5.5-6 GPM. We should start the process of getting DOH approved, already Department of Ecology approved.
- Frank Zellerhoff has been engaged to remediate the 268th property contact basins
- Another property on 268th is owned by DWA and used to have tanks on it. Dave recommends we provide the property back to the owners, it resembles an easement, unbuildable. King county parcel shows DWA as the owner. No value, but no tax evaluation.
- We’re reaching out to parks to get an agreement on those wellpoints.
Committee Reports:
Finance Committee (Todd):
- End of year financial report: Operations completed without any surprises
- Income slightly higher, due to rate change
- Staffing costs in line with anticipation
- Biz ops up due to legal costs
- Sys ops were under due to not billing out SWSP
- Taxes were under budget due to franchise fee, we continue to budget for it
- System replacement projects deferred, that fund balance remains higher
- Our contingency fund is maintained
- We have chosen not to pay off the COVID PPP loan. Interest is beginning to accrue for this loan at a low rate. Rate has been zero, but increased.
- April asked about pricing on shares. It remains $10k, always has been and could stand to be increased.
Water Production Committee (Paul):
- Combined with Operators report this month
CIP and Planning Committee
- Ben Dahle requires a final CIP plan. Should Dave hold off submitting until we have a final review of the SWSP? Review will continue but should move forward with submission.
- April made a motion that the draft of the plan, as it exists to be submitted to King County. Motion was approved. Draft to be uploaded to the website.
